During the discussion, A. Amirtayev informed S. Nilsson about the parliamentary reform initiative proposed by the President of Kazakhstan Kassym-Jomart Tokayev aimed at modernizing the country’s legislative system. The proposal includes abolishing the Senate and transitioning to a unicameral Parliament. A nationwide referendum on this issue is scheduled for 2027.
S. Nilsson was briefed on the President’s proposal to elect Members of Parliament exclusively through party lists, which would lead to the abolition of the Senate.
The issues related to parliamentary reform will be submitted to a Republican referendum which, according to the Head of State, will take place in 2027. If approved, the amendments will be incorporated into the Constitution of Kazakhstan.
At the same time, Kazakhstan will remain a presidential republic. The key governance model — “a strong President, an influential Parliament, and an accountable Government” — will remain unchanged.
A. Amirtayev emphasized “Baytaq” The Green Party of Qazaqstan links its own political reform agenda to the goals of sustainable development, namely:
a) integrating environmental priorities into parliamentary reform;
b) increasing the representation of environmentally oriented forces in the national Parliament.
He also stressed that “Baytaq” Party supports reforms aimed at democratization, enhancing transparency, and strengthening governmental accountability to civil society.
The Chairman of “Baytaq” The Green Party A. Amirtayev reaffirmed the Party’s full and unconditional support for President Kassym-Jomart Tokayev in carrying out large-scale political and socio-economic reforms, as well as in implementing the Head of State’s initiatives to create a Clean Kazakhstan and build a Just Kazakhstan.
S. Nilsson thanked A. Amirtayev for the comprehensive information provided regarding Kazakhstan’s parliamentary reform and expressed hope that the modernization of the parliamentary institution would become an important step toward further strengthening a stable, just, green, and renewed Kazakhstan. He also proposed enhancing mutually beneficial cooperation and experience exchange between the Green Parties of Kazakhstan and Sweden.
