The future of water resources must rest on science, and staffing decisions on fairness and transparency

The Baytaq Green Party of Kazakhstan has taken up an appeal from citizens concerning the legality and transparency of the appointment of the top managers of the Kazakh Research Institute of Water Management LLP in 2025–2026.

Water is the country's strategic resource, and the quality of scientific research in water management is directly linked to national security, environmental sustainability and the well-being of future generations.

That is why appointments to senior positions in this field must not escape public attention. Staffing decisions should be based on the principles of openness, competition, professional competence and meritocracy.

Our position is clear: we act not to accuse anyone in advance, but to make sure that the law and fairness have been upheld.

To this end, the Baytaq party will send official inquiries to the relevant government bodies and responsible organizations to obtain specific explanations of whether the appointment procedures met the requirements, of the candidates' professional qualifications and of the transparency of decision-making.

The purpose of public oversight is not to look for someone to blame, but to establish the facts, help ensure compliance with the law and strengthen public trust in research organizations of national importance.

Based on the results of the monitoring, the party will make its position public and, if any problems are found, will put forward proposals to make staffing policy more transparent and effective.

Protecting water resources is not only about protecting nature. It is about protecting the country's future. And in the sectors on which the country's future depends, every decision must be lawful, well-founded and understandable to the public.

Civic oversight is what a responsible society demands.

Azamatkhan Amirtaev, Chairman of the Baytaq Green Party of Kazakhstan
