Speech by Mr. Azamatkhan Amirtayev, Chairman of the “Baytaq” Green Party of Kazakhstan, at the Second Meeting of the “China–Central Asia” Political Parties Dialogue

On behalf of the “Baytaq” Green Party of Kazakhstan, I express my sincere gratitude for the invitation to participate in the Second Meeting of the “China–Central Asia” Political Parties Dialogue.
It is a great honor for us to be part of such an important platform where ideas shaping the future of our entire region are discussed.

The main focus of my remarks is the cooperation between Kazakhstan and China. This direction is important not because it is unique, but because the experience of our two countries clearly demonstrates that shared ecological goals can unite the entire Central Asian region.

Earlier this year, an exhibition dedicated to the achievements of Qinghai Province was held in our capital.
I was deeply impressed by Qinghai’s success in combating desertification, transitioning to a green economy, and preserving natural ecosystems.

The Yellow River, China’s “Mother River,” originates in Qinghai.
For the Chinese people, it is not merely a source of water, but a symbol of life, spiritual heritage, and national unity.

Two major transboundary rivers — the Irtysh and the Ili — flow through Kazakhstan.
Their waters connect our lands, peoples, and cultures, reminding us that water is not something that divides, but something that unites.

The Irtysh River is the lifeline for nearly one-third of Kazakhstan’s population.
The Ili River flows into Lake Balkhash — a region where Kazakhstan’s first nuclear power plant is planned to be constructed.
These rivers demonstrate the strategic importance of joint and responsible water management.

Today, cooperation is more vital than ever.
Joint management of transboundary rivers is the key to sustainable development, environmental security, and friendship between nations.

On behalf of the “Baytaq” Party, we propose the following areas of cooperation:

Establishment of a Kazakhstan–China Joint Center on Transboundary Rivers (Irtysh and Ili) — for digital monitoring, real-time data exchange, and joint environmental research.

Implementation of a pilot project in East Kazakhstan Region — aimed at reducing water losses in irrigation systems by up to 20% within three years and introducing water-saving technologies.

Development of educational cooperation — annual exchanges of specialists, joint programs, and internships.

Establishing partnerships between the Kazakh Scientific Research Institute of Water Management and the Chinese Institute of Water Resources — for experience exchange in water conservation, irrigation, and protection of Lake Balkhash.

Expanding cooperation in green technologies — building on China’s recognized achievements in waste recycling, combating desertification, soil protection, and reforestation.

Our party actively contributes to the development of environmental governance.
Thanks to “Baytaq’s” initiative, Kazakhstan established the Ministry of Water Resources as an independent government body in 2023.
The Government is currently developing a unified digital water resources platform that will integrate surface and underground water data using artificial intelligence technologies.

Kazakhstan possesses strong scientific and technical potential.
Our senior specialists have accumulated vast experience in water management, while younger professionals are actively mastering the principles of water diplomacy and ecological management.

We believe that joint educational and pilot projects in ecology and water conservation will not only deliver practical results but also become a symbol of mutual trust and sustainable development.
This will send a strong message to the region: Kazakhstan and China are together forming a green belt of sustainable development across Eurasia.

Of course, the topics discussed today represent only part of the broader environmental agenda.
Effective management of natural resources requires a systematic approach, constant dialogue, and joint efforts.

Let me recall the words of President Kassym-Jomart Tokayev of Kazakhstan:

“A careful, responsible, and caring attitude toward the environment must become an integral part of our national ideology.”

This idea is embodied in the national initiative “Clean Kazakhstan” — a movement for cleanliness, responsibility, and ecological renewal.
It resonates with China’s policy of “ecological civilization,” where environmental protection is viewed as the foundation of harmonious development of society and the state.

Thus, Kazakhstan and China are advancing together on a creative path, making ecology a foundation of trust, peace, and cooperation.
Through such initiatives, we bring to life the concept of a “Community of Shared Future for Mankind,” where every nation contributes to the common destiny of our planet.

The “Baitaq” Green Party fully supports this vision.
We believe that cooperation in ecology, water management, and green technologies is not merely a practical necessity but a new philosophy of development — one of harmony with nature and benefit for future generations.

We also express our gratitude for the meaningful cultural program, which reflected the deep spirit and wisdom of the Chinese people.
Yesterday, in the sacred birthplace of Confucius in Nishan, we even had the opportunity to try writing Chinese characters.

Allow me to conclude with the words of Confucius that I wrote there:

“Virtue is never alone — it always has neighbors.”
De bu ku. Bi yo ling.

These words remind us that true values — kindness, respect, and unity — attract one another, just as water connects both banks of a river.
