The Kazakhstani Green Party, “BAYTAQ,” in collaboration with the union of legal entities, the “Association of Processors of Secondary Raw Materials of Kazakhstan,” recognizes the imperative of organizing a conference centered on the theme: “Barriers to Increasing the Collection and Processing of Secondary Raw Materials in Kazakhstan.” This event will be held on May 31st of this year at the Conference Hall, 1A Bokeikhan Street, Astana.
It is widely acknowledged that the development of the manufacturing industry for the processing of secondary raw materials in Kazakhstan has faced persistent difficulties and problems for many years. These include a scarcity or shortage of raw materials from processors (waste paper, plastic, cullet), an absence of economic support for the industry (such as subsidies), tax preferences, and a lack of a well-defined and comprehensive policy pertaining to the processing of municipal waste and secondary raw materials derived from waste.
In the diverse nation of Kazakhstan, every region embarks on its unique trajectory of progress, characterized by distinct regulations governing the formation and accumulation of municipal waste. Consequently, varying tariffs have been established for the collection, transportation, sorting, and disposal of solid household waste.
The Environmental Code of the Republic of Kazakhstan (hereinafter referred to as “the Code”) was adopted on January 1, 2021, and became effective on July 1, 2021. However, to date, local executive bodies have not fully developed programs for municipal waste management. That is, there are no programs approved by maslikhats, despite these requirements being established by the Code over two years ago.
In light of the aforementioned issues, it is essential to engage in discussions with authorized government bodies, deputies of the Majilis of the Republic of Kazakhstan, the public, and stakeholders within the waste management and secondary raw materials market. It is also important to develop tailored mechanisms to support the industry with the participation of all relevant parties
