Overview of the 2023 Financial Report of the “Baitaq” Green Party

The Chairman of the Central Audit Commission of the “Baitaq” Green Party, Adilkasym Zharilkassymuly, provided a financial report detailing the activities related to the election campaign from January to December 2023.

According to the Chairman, the total expenditure for the election campaign last year amounted to 765,565,060 KZT, with an additional 93,764,030.81 KZT allocated for non-campaign expenses. In total, the party spent 859,329,090 KZT. A significant portion of the allocated funds was directed toward campaign promotion. Approximately 300 million KZT was spent on the work of national and local media outlets, as well as other informational services. The registration fee for the Central Election Commission amounted to 84 million KZT.

In addition to media and campaign work, funds were allocated for the salaries of campaign teams, rental fees for campaign headquarters, and printing campaign materials. For example, in Astana, financial agreements and documents were signed amounting to 9,689,480 KZT for the election campaign. The central apparatus also allocated 12 million KZT to finance the election campaign in the Ulytau region, with 11,050,000 KZT directed toward the parliamentary candidate from the region. Last year, the party fielded 184 candidates, including 20 for the Majilis (lower house of Parliament) and 164 for local councils (maslikhats).

An example of the financial report comes from the Zhambyl regional branch, which produced 18,000 campaign materials, including 9,000 A3-format leaflets (costing 290 KZT each) and 9,000 A4-format flyers (costing 90 KZT each). The total expenditure amounted to 25 million KZT, and 150 people were involved in distributing the materials. The Kyzylorda region spent 7 million KZT on the election campaign, the Atyrau region spent 8.5 million KZT, the Karaganda region spent 6 million KZT, and the Almaty region spent 3.5 million KZT. The Turkistan region allocated 35 million KZT, the North Kazakhstan region 2.5 million KZT, and the Mangystau region 3.5 million KZT. In Shymkent, 28 million KZT was spent on the campaign, while in Astana 20 million KZT was used. The Abai region spent 3.5 million KZT, the Kostanay region spent 2.5 million KZT, the Akmola region spent 2.5 million KZT, and the West Kazakhstan region (WKO) spent 2.5 million KZT. The funds allocated to the regions were used to pay campaign teams, rent offices, cover transportation costs (air tickets, train tickets, vehicles), and rent venues for events.

It is worth noting that the 93 million KZT in non-campaign expenses was used to pay the salaries of party staff and the central apparatus employees. Additionally, the party received 32,028,660 KZT in income from sponsors last year. These funds were spent on employee salaries, office supplies, utility bills, office rent, and general office expenses. Membership dues contributed 120,005 KZT to the party’s income, and the party’s total assets were valued at 21 million KZT.
