Graduated from the Almaty Institute of National Economy and the Moscow Institute of National Economy. Plekhanov, is also a candidate of economic sciences. He started his career in government. authorities and in 2004 moved to the private sector where he acquired extensive entrepreneurial experience, working in various fields. Aviation, construction, restaurant business, real estate, agriculture, processing of animal products, etc.

In recent years, he has developed a passion for wildlife conservation and has studied systems for sustainable use of the natural world. Subsequently, he co-founded and is the chairman of the board of trustees of the Kazakhstan Wildlife Foundation.
