Ruslan Serikuly was born on January 1, 1990, in the Kyzylorda region. He holds a higher education degree from the Karaganda Economic University (Kazpotrebsoyuz University).

He began his career in 2011 as a geodesy engineer at AIS Kyzylorda LLP.
From 2015 to 2019, he worked as a chief specialist at the Department of Land Relations of Kyzylorda City.
Between 2019 and 2021, he was employed as a geodesy engineer at KazNefteGazConsulting LLP (under contract with PetroKazakhstan Kumkol Resources JSC).
Since 2021, he has been serving as the Director of RS-ZHOL SERVICE LLP.

On September 9, 2025, he was appointed as the Acting Chairman of the Kyzylorda Regional Branch of the “Baitaq” Green Party of Kazakhstan.
